Alright, stop drooling now and head over to WordPress, download the blog engine and start digging into its themes! You don’t really have to be a great programmer, or a designer to opt it. WordPress themes are extremely easy to work at. Simplicity at its best.
But then, you might wanna know a lil bit more about CSS, some photoshop techniques, and the all important, WordPress template tags that determines the content output of your theme. You might also wanna look at this series by Chris J. Davis.

They reveal the secrets (not-so for experienced themers) behind the wordpress themes and it contains almost everything a new theme designer needs to know before starting a theme project.
At this point, you might think that there’s too much fuss for a little wordpress theme, but hey, scroll up and drool over the prizes again, that might motivate you somehow. 
Actually you could start messing with the default theme (Kubrick) that comes with the WordPress 2 package. Perhaps you could turn it into something better and call it your own!

WordPress wants you to create a theme that will be compatible for WP 2.0. Themes are those packaged layouts that some people have done to share with others.
